BE IT PROCLAIMED

By the authority vested in me by me and by the inalienable rights of all sentient beings, I proclaim:

An essential feature of freedom is the right of persons to cross declarative boundaries unhindered. Declarative boundaries are those set by fiat, and include national, provincial, state, county, and city boundaries. The boundaries that define the property of a person are not declarative as they are established by right. Rational persons and assemblies have recognized that declarative boundaries infringe upon the rights of others. As such, no person or assembly shall infringe upon the rights of others by creating any barrier of any form to delay, hinder, or prevent the crossing of such boundaries.

Preventative processes and procedures, such as limiting the transportation of animals or harmful substances, across such lines are permitted. Such processes must be limited in scope, minimally intrusive, provably effective, and reasonably efficient. Such processes must also be transparent, clearly documented, and regularly reviewed and updated.

The rights of persons under this proclamation and the related rights shall supersede any other sovereignty, real or implied. By definition, all sentient beings; natural or artificial, born here or not; are citizens of this world.
